Kenji Hatano, fascinated by the allure of racing on water, decides to become a speed boat racer. Joining the Yamato training center, Kenji undertakes a harsh regimen, driven by his will to be number one.

However, Kenji's not the only one with racing aspirations, and he faces constant competition against his talented colleagues to show he's got the skills—and the courage—to make it to the top. His arch-rival, Hiro Doguchi, wants to show that he's the best, and the two compete both on the course and off.

Kenji promises his childhood friend Sumi, "Within three years, I'll be the number one speedboat racer!" Does Kenji have what it takes? Can he keep his promise to Sumi? The challenge begins now!
